Streets, Signs, Drainage and Traffic Division
The Street Division performs quality maintenance of streets and
drainage systems, properly maintains all traffic control devices
and ensures the safe and efficient movement of traffic along city
streets. The
Street Division is also responsible for street surface maintenance, cleaning
and sweeping, maintaining the City drainage system - consisting
of curbs and gutters, underground pipes, and drainage channels,
and overseeing the maintenance and installation of traffic control
signs and street markings.

The Street Division is installing traffic detector systems called Iteris. It is used for detecting traffic at signalized intersections, giving traffic managers a state-of-the-art tool to help alleviate intersection congestion. These camera-type detectors replace the in-ground sensors at signalized road intersections. They work by using motion sensors built into the cameras. The following intersections are currently running the new Iteris system.

Drainage:
The
City of Hurst maintains approximately 14 miles of opened lined channels.
The city has a very aggressive maintenance program, which includes
mowing of some channels, silt removal, weed control, pollution testing,
and flood control.
City staff cleans debris off bridges after every 1” rainstorm
and cleans all the storm drain inlets once a year. This ongoing
maintenance improves the City’s participation level in the
Federal Flood Insurance Program. As a class 8 community, Hurst
residents will receive a 10% reduction to any federally backed
flood insurance premium.

Definitions of Street Work Terms
- Crack Sealing -
is a process of applying tar into cracks
in
the streets to protect the sub-base from water infiltration.
The Street Division will sometimes router the surface (a process
of profile cutting cracks) that allows more sealant material
to adhere to the surfaces within a void (crack) instead of the
sealant being applied to only the top of the asphalt like a band
aid. The material used is re-cycled tire rubber formulated to
handle the broad range of temperatures Texas experiences.
Wedge Milling - is a process of cutting a layer of asphalt
from the street surface. This allows for a new application of
asphalt not to exceed the height of the concrete gutter line.
The excess material is recycled at the local asphalt plants were
they return 20% back into the new hot mix blend. The remainder
of the excess material is used in street repairs and backfill
material following Water main breaks and Sewer main repairs rather
than purchasing rock.
- Slurry Seal -
The City of Hurst began utilizing slurry seal in 1999, in an
effort to extend the longevity of asphalt street paving.
This
preventative maintenance process protects asphalt pavement from
U.V. rays and seals the paving from water infiltration. Two
prerequisite steps are taken before the process begins by cutting
out the larger cracks in the asphalt and filling them with crack
sealant to stop water infiltration into the sub-grade soil.
Specialized contractors apply the slurry seal material that
is a mixture of rock, Portland cement, water, asphalt emulsion
and fillers. When the product is first applied it looks brown
as it leaves the applicator; then the color changes to a very
rich looking black color when cured. The cost of the slurry
product is $1.73 per square yard. When applied at the correct
time of a street’s life, as compared
to waiting a few years and having to apply a two-inch asphalt
overlay at a cost of $4.35 per sq. yd., the savings are $2.62
per sq. yd. Slurry seal extends the life of existing asphalt
pavement from five to seven years, costs less than conventional
asphalt overlay, looks much better than crack sealing, does
not add significant crown height to street paving and provides
the same surface features as asphalt paving.

Hot Mix Asphalt Overlay - The City of Hurst evaluates
the condition of every street each year. Determinations are
made as to which streets will receive what type of maintenance
program based on street paving condition ratings. One type of
street paving maintenance rehabilitation is a 2-inch hot mix
asphalt overlay that provides a smooth riding surface along with
enhanced durability and stability to the street. The average
cost for a 2” overlay,
including the wedge milling and tack coat costs, is currently
$4.35 per sq. yd. In 2005, the City of Hurst rehabilitated 30.23
lane miles of street paving with this process.
