Residential Sanitation Customer Guidelines

1. All residential water customers within the City limits of the City of Hurst are required by City ordinance to utilize City contracted sanitation services.

2. The residential customer has the option of placing household garbage at the curb for a monthly charge of $7.26, plus sales tax, or behind the building line for a monthly charge of $14.63, plus sales tax.

3. All garbage, trash and refuse must be placed for pick-up by 7:00 A.M. In the case of customers who use closed waterproof containers or metal cans, these should be removed from curbside by 7 P.M. on the day of collection, assuming collection has taken place.

4. All grass clippings, leaves, and debris, other than household garbage MUST be placed in disposable containers at curbside.

5. The customer must provide and use containers sufficient in number to hold the garbage and trash accumulating on his premises.

6. Garbage and trash containers in use must be kept securely closed so as to prevent the scattering of contents and to render the contents inaccessible to insects, rodents, and other animals.

7. All garbage shall be placed in either securely closed plastic bags, in a box, or in closed waterproof containers, or metal cans no more than 30-gallon capacity. (No paper grocery sacks.)

8. Containers must be placed either at the curbside or behind the building line at a point where they may be reached without entering a gate. This item is dependent upon the option chosen in (2) above.

9. All garbage or trash mixed with any liquid shall be drained before being placed in garbage or trash containers. No container that contains water or any liquid shall be picked up.

10. If brush cannot be placed in a disposable container, it must be cut in lengths not to exceed four (4) feet in length and bundled and stacked at the curbside with the larger ends placed toward the street. Normal brush and trash pickup will not take brush or trash occupying more than six-four (64) cubic feet whether loose or in bags. All vines and thorny bushes shall be placed in disposable containers, and no item shall weigh more than (50) pounds. (No contractor materials.) A customer may receive a special pickup upon request (817-332-7301) for an additional charge, depending on the quantity of material to be removed.

11. Take All Service: the Contractor shall pick up any and all trash, refuse and yard waste in containers and bundled, construction and fencing materials generated by the home owner resulting from repair and remodeling projects, refrigerators and freezers with certification report that CFCs have been removed by a Certified Technician, washing machines, hot water heaters, dishwashers, stoves, and other household appliances and furnishings. Stockade-type fence panels must be cut into 4x6 sections or smaller. Loose pickets or slats must be tied and bundled.

12. It is the duty of the customer to report any complaint or failure of pickup to Trinity Waste Services at 817/332-7301.

13. The collection and removal of garbage, trash, and brush from premises used for residential purposes shall be made two (2) times each week, except NEW YEAR'S DAY, INDEPENDENCE DAY, THANKSGIVING DAY, AND CHRISTMAS DAY.

Residential Recycling Customer Guidelines

1. The residential curbside recycling program is available to all residential water customers within the City limits of the City of Hurst. Participation in the program is voluntary, but every residential water customer regardless of his or her level of participation is charged a monthly fee for the service. All new residential water customers will be provided a recycling container by the City's contractor for the collection of recyclable materials. The water department can assist you in identifying your collection schedule.

2. Each household is provided a recycle cart for recycling. Acceptable materials may be combined in the cart and placed curbside once per week. Residents who reside north of Hwy 121 will have their recyclable items collected on Monday. Residents who reside south of Hwy 121 will have their recyclable items collected on Tuesdays.

3. Recyclable materials collected:

a. dry newspapers, catalogs and magazines;
b. junk mail, envelopes, cereal boxes, cardboard, chipboard all placed inside a brown paper grocery sack.
Cardboard must be broken down flat. (Excludes tissues, wet paper or paper contaminated with food products);
c. all colors of glass bottles and jars (excluding plate glass, mirrors, windows, ceramics and other glass products);
d. all metal food and beverage cans with all food and food waste removed (excluding aluminum foil);
e. Number 1, 2, 3, 4, 5 & 7 plastics including milk jugs, liter bottles, shampoo bottles, etc. (excluding butter tubs or containers with openings as large as the container, or bottles that contained oil or petroleum by-products. Remove all caps.);
f. telephone books only when Southwestern Bell Telephone distributes new books.

4. The customer must use the recycling container provided but can bundle or tie newspapers and place them on or beside the container. Mixed paper (i.e. junk mail, cardboard, cereal boxes, etc.) must be placed inside a brown paper grocery sack.

5. Recycling containers shall be used exclusively for recyclable materials. No other container shall be used for curbside collection of recyclable materials.

6. No recycling container should be so loaded as to weigh more than fifty (50) pounds.

7. Recyclable materials containing water or other liquids should be rinsed and drained before being placed in a recycling container.

8. Recycling containers shall be placed at curbside by 7:00 a.m. of the assigned day but not more than twelve (12) hours before the scheduled recycling collection day or alternate day if the scheduled pickup day falls on a holiday. Bins should be removed from curbside no later than 7 P.M. on day of collection.

9. Recycling containers shall be placed and maintained so that their contents are not scattered by wind.

10. The charge for curbside recycling collection service shall be $2.14 per month, plus sales tax. Senior citizen customers (over 65) shall be entitled to a reduced rate of $1.52 per month, plus sales tax, after application at the Water office. Back door solid waste customers will receive a rate of $1.12 per month, plus sales tax. THEIR RECYCLING COLLECTION WILL REMAIN AT CURBSIDE.

11. Charges shall accrue for each and every month or portion thereof during which such service is available and provided to the customer. Such charges shall be billed through the city's water department and shall be subject to the same late payment penalty rate or early payment discount rate as are such water bills.

12. It shall be unlawful for any person, firm or corporation to remove any recycling container or item contained therein after it has been placed at curbside for collection, save and except occupants of the premises, duly authorized agents or employees of the city, and persons acting pursuant to a contract with the city for residential curbside recycling collection.

Residential Sanitation and Recycling Schedule

Residents north of Hwy 121, will receive garbage collection service week, Monday and Thursday. Recycle pick-up will be on Monday.

Residents south of Hwy 121, will receive garbage collection service week, Tuesday and Friday. Recycle pick-up will be on Tuesday.

Garbage has to be at the curb in a trash bag or contained in a trash can by 7 a.m. on collections days to ensure pickup. However, solid waste cannot be placed out more than twelve (12) hours prior to the pickup day. Tree limbs must be bundled together in bundles no longer than 4 feet and must not weigh more than 50 pounds.
